The Chinese Society of Aeronautics and Astronautics Releases the “The White Paper on Low-Altitude Ec

Recently, the “2025 Low-Altitude Economy Scenarios White Paper (2.0)”, edited by the Chinese Society of Aeronautics and Astronautics, was officially published. Focusing on innovation and development in low-altitude economy scenarios, the white paper establishes a scientific analytical framework and decision-making tools to provide systematic guidance for industry development.

The White Paper proposes a “5+4” factor system, in which five intrinsic core elements (carrying equipment, operational equipment, key technologies, industry classification, and functional capabilities) define the core value of scenarios, while four external environmental factors (low-altitude airspace, infrastructure, policies and regulations, and safety risks) determine the efficiency of value conversion. Based on this framework, the “Low-Altitude Economy Scenario Value Matrix” was innovatively developed. Through a dual assessment of supply-side maturity and demand-side growth, it categorizes scenarios into four quadrants—Star, Strategic, Nurturing, and Observation—providing precise decision-making criteria for governments, enterprises, and investors.

The White Paper identifies eight high-value “Star Scenarios”, covering drone cargo transport, “unified prevention and control” for agricultural and forestry plant protection, “One-Network-Unified-Flight” for comprehensive urban governance, and general aviation emergency rescue. These scenarios feature mature technologies, strong market demand, and the potential for large-scale deployment. For example, drone cargo transport overcomes the limitations of complex terrain, increasing efficiency by 40–60 times; the “Unified Network Flight” system for urban governance enables three-dimensional and refined urban management, boosting efficiency by 70%.

The White Paper notes that the low-altitude economy is transitioning from policy-driven to market-driven growth, with cross-sector scenario collaboration, core technology-driven iteration, and ecosystem integration emerging as key trends. It also offers targeted recommendations for governments, enterprises, and ecosystem participants, including proactive infrastructure planning, a focus on core technological innovation, and the promotion of industrial chain collaboration.

As an authoritative research publication in the low-altitude economy sector, the White Paper systematically reviews scenario-based practices, analyzes development challenges, and forecasts future trends, providing a crucial reference for advancing the low-altitude economy from concept to maturity and from pilot projects to widespread prosperity.
