The strategic cooperation signing ceremony between StarTop Era and Civil Aviation University of Chin

April 3, 2026, Xinchang, Zhejiang—At the Xinchang base of StarTop Era (Shanghai) Intelligent Technology Co., Ltd. (hereinafter referred to as “StarTop Era”), a new chapter in university-industry collaboration has been written. StarTop Era and the Civil Aviation University of China held a grand signing ceremony for their strategic partnership, during which the two parties formally signed two landmark agreements: the “Cooperation Agreement on the Establishment of a Joint Postgraduate Training Base Laboratory” and the “Cooperation Agreement on the Joint Low-Altitude Economy Laboratory.” Professor Renbiao Wu, Vice President of the Civil Aviation University of China, along with leaders from relevant schools and departments, officials from Xinchang County, and StarTop Era Chairman Dongzi Pan and his senior management team, attended the event to witness this milestone moment that advances innovation in civil aviation science and education and the integration of the low-altitude economy industry.

Two Agreements Signed, Establishing a New Paradigm for Deep Integration of Industry, Academia, and Research

This signing marks another strategic move by StarTop Era following the opening of its Xinchang base in March, signaling that the company’s collaboration with China’s top civil aviation universities has entered a comprehensive, in-depth, and substantive phase. Guided by the principles of “complementary strengths, resource sharing, joint talent cultivation, and collaborative technology innovation,” the two parties will establish a full-chain “university research — corporate practice — industrial transformation":

 

Joint Postgraduate Training Base: Leveraging the industrial platform at StarTop Era’s Xinchang base, both parties will jointly establish a postgraduate training laboratory. The Civil Aviation University of China will dispatch outstanding postgraduate students to the base to conduct research, engineering practice, and the formulation and promotion of industry standards in areas such as intelligent airfield lighting guidance systems, digital virtual control tower systems, and ground infrastructure for the low-altitude economy. This initiative aims to cultivate high-level, application-oriented, and innovative civil aviation technology professionals tailored to industry needs, achieving a seamless integration of “education, research, and industry.”

 

Low-Altitude Economy Joint Laboratory Focusing on the national low-altitude economic development strategy, both parties will jointly establish the Low-Altitude Economy Joint Laboratory. The laboratory will fully leverage the University of Civil Aviation’s leading academic strengths in low-altitude flight safety, airspace management, and unmanned aerial vehicle (UAV) systems, combined with StarTop Era's industrial expertise in counter-UAV systems, intelligent airport equipment, and engineering applications. It will prioritize breakthroughs in core technologies such as intelligent low-altitude surveillance, UAV detection and countermeasures, low-altitude communication and navigation, and digital twin airports. The partners will jointly apply for national-level research projects, formulate industry standards, and accelerate the commercialization and market deployment of cutting-edge technological achievements.
